Read about the election outcome in the GRAHAM LEADER:
Now that the dream of so many Graham residents has come true with passage of the branch campus maintenance tax initiative, the real work of implementing the NCTC Graham Campus has begun in earnest. A number of processes have now been put in motion to assure the best possible level of service to our Graham area students and to the community. Some of this will take time, and we ask for your patience.
– getting students enrolled in classes at our Graham Campus is what it's all about. And the good news is that students who are residents of the Graham ISD Taxing District will now be charged in-district tuition at NCTC, just as residents of our home district, Cooke County, are. We welcome ALL students who wish to enroll at our Graham Campus, but only those residing in either the Graham ISD (or Cooke County) will pay in-district tuition.

The newest addition to the North Central Texas College family is the Graham Campus, located in the rolling hills of North Texas. Considered by the founder of the community, Colonel Edwin S. Graham, as the “Gem City of the West”, Graham is historically known to be the first pre-planned community in North Texas and was established in 1872. Surrounded by beautiful Possum Kingdom Lake and the Brazos River, this community has long been led by visionary people with education as a high priority.
The citizens of Graham have been pursuing higher education opportunities for almost 40 years. In 1972, the pursuit began with a visit to Graham by Dr. Clyde Colvert from the University of Texas Center for Training Junior College Administrators. The Colvert Study indicated that the time period projected a community college could have 600 full-time students by 1983 and that there were 7,490 college-age people in a seven-county service area. The vision of the Graham community during the 1970s was to establish a public community college district that had the same voting boundaries as the Graham Independent School District. The election failed, but the dream never did for the community leaders.
The citizens of Graham decided to pursue legislative action to release Graham ISD from the Ranger Community College service area. Texas House Bill 1274, enacted in June 2005, opened the geographic boundaries of the Graham ISD for service from any community college. This was the first step towards realizing the desire of citizens that correlated with the vision of 1970s. An invitation for delivery of instruction from the NCTC-Bowie Campus ensued in the summer of 2007, which provided the foundation of the partnership of the Graham ISD and North Central Texas College.
The vision of the community's leaders continues today as a branch campus maintenance tax proposal was submitted to the Texas Higher Education Coordinating Board for a Fall 2009 election. The citizens overwhelmingly responded with an almost 75% approval vote. This tax will provide sustainability for higher education opportunities for the community, while allowing the college to provide excellent instruction, services and technology to this rural, regional center.
The Graham Knowledge Base Foundation funded the renovation of the former Shawnee Elementary Campus; providing the facilities for technology and distance education capabilities for instruction and workforce training. The facility has over 49,800 square feet of instructional and administrative space, including a large lecture hall, performance stage, distance education classrooms, state-of-the-art culinary arts center, a newly renovated student center and bookstore, gym, general classrooms, and computer labs. The campus is built on several acres of land, and is next door to a state-of-the-art facility, The City of Graham Library. The NCTC Library has an excellent partnership with the library, including the signing of a memorandum of understanding, which provides access and resources for NCTC students. The Graham Knowledge Base Foundation also provided operational funds for several years through the Graham Education Workforce Board. This plan led to the opportunity to partner with North Central Texas College.
The Graham Economic Improvement Corporation and the Graham Industrial board provided the funding of over $1 million for the renovation of an historic library on the campus for the purpose of a nursing program. In August 2009, NCTC began its first LVN program on the Graham Campus in this beautifully restored building. The facility renovation project was designed with historic preservation in mind, as well as offering the latest in technology and training opportunities. An all-purpose science lab has also been included in this project.
The future is bright for the new partnership of North Central Texas College and Graham. The long-awaited dreams of this vibrant and progressive community have become a reality. NCTC is a proud partner with the “Gem City of the West!”
