Emergency Management

NCTC’s Office of Emergency Management (OEM) is empowered by the college and other local and state agencies to protect the campus community from disasters and emergencies. The OEM coordinates and plans alongside other local, state, and federal emergency managers and responders for mutual aid, training programs, disaster mitigation, response and recovery efforts, and overall community preparedness.

Emergency Preparedness

The OEM is responsible for the coordination of private, local, state, and federal agencies and authorities to provide adequate planning and training to ensure the safety and welfare of the college. Emergency Preparedness means being ready. It takes an effort by all of us to create and sustain an effective emergency preparedness system. You are your own best first responder.

Our Mission is to direct and coordinate all available resources to protect the life and property of NCTC, in the event of a disaster or crisis, through a collaborative program of prevention, preparedness, response, recovery, and education.

Campus Safety Measures

Emergency Procedures

At NCTC the safety and well-being of our students, faculty, staff, and visitors are always our priority. With campus wide support, the NCTC PD has hundreds of people involved in keeping the campus safe and secure. However, a truly safe campus can only be achieved through the cooperation of all students, faculty, and staff.

To ensure the fastest response to your emergency, dial 911 from any campus phone or (940) 668-4270 from a mobile phone. The emergency call will be directly answered by an NCTC police officer. If you dial 911 from a cellular phone, the emergency call will be directed to your nearest local police department.

In the event of a campus emergency there are protocols in place that can help you understand and know what to do. Below is a list of protocols that everyone should make themselves aware in order to help yourself and/or others around you.

LionALERT

The LionALERT Emergency Notification System has Automatic Enrollment. Students are prompted to update email addresses, or choose to opt-out each semester in MyNCTC.

Public Sex Offender Registry

State law requires persons convicted of or placed on deferred community supervision for certain offenses to register as a sexual offender. Offenders who committed "sexually violent" offenses (most contact offenses) must register for the remainder of their life, even after completing probation or parole. Others (some non-contact offenses) may not be required to register ten years after completing their term of probation or parole. You may access the Texas Sex Offender Registration free of charge.

Campus Crime Information

NCTCPD maintains both daily and annual reports about crime, security, and fire emergencies on NCTC campuses. Updated policy and procedures are included in these reports, so you’re encouraged to regularly keep up with them. Annual Reports are updated and you will be notified by October 1st of each year.

Campus & Constitutional Carry

In 2015, the Texas Legislature passed Senate Bill 11, which allows licensed persons to conceal carry a firearm on college or university campuses. On June 16, 2021, Governor Greg Abbott signed HB 1927, the Firearm Carry Act of 2021 (commonly known as the constitutional carry bill) into law that allows legally eligible gun owners 21 years and older to carry their firearms without a Texas License to Carry (LTC).

However, each institution was allowed to establish reasonable rule and regulations in complying with Senate Bill 11 and HB 1927 did not change any of the requirements for Campus Carry. You are encouraged to read all information regarding NCTC rules and regulations regarding Campus & Constitutional Carry.
